Eligibility

I live in Toronto, Canada. Am I eligible to participate in your
pebble challenge?

I was reading the rules and under #3 B it gets a little confusing with the
country that the participant's residence needs to be.

  Yes you are eligible. There is a restriction on Quebec due to some specific local laws but the rest of Canada can participate.
